If you are in Amman (as I know it’s a capital of Jordan), why do you need visa that to come there?

As far as i know if you’re a “foreigner” to the country you need an “invitation” first followed by application & and pay for visa.

Unfortunately not.
People from the Philippines are one of the very few nationalities that cannot get a Jordan visa upon arrival at Amman Airport. You need to go through a very complicated process directly through the Foreign Ministry. Even the embassy can’t issue you a visa, but they will be able to provide you with more information on the process.
