Well it matters if you want to go to Gaza or West bank. They are not near each other.

I really depends on the airline you’re taking. I think the Hungarian ones are pretty cheap, so starting in Budapest would not cost much. You can’t fly to Jerusalem, international flights land in Tel Aviv.
